How Dominica, Botswana and Suriname are working to capitalize on their natural resources without jeopardizing them...

Tourism might not be the ultimate answer to poverty and economic woes, but it is a major boon for places around the world that suffer from a lack of natural resources or industry. For instance, tourism is a hugely important industry in the Caribbean. Without flocks of resort-goers, nations in this part of the world would have to rely more heavily on agriculture, leaving their economies at the mercy of the fluctuating prices of commodities like coffee, sugar and bananas.

There are plenty of valid concerns about the environmental impact of hotel construction, excessive tourist traffic and cruise ships, but it isn't fair to leave the positive economic impact out of the mass-tourism discussion. Large resorts employ hundreds of local people, and local entrepreneurs, from taxi drivers to guides to souvenir shop owners, benefit from the tourism trade. cont./

Dominica - Delroy Williams Releases Debut Poetry Publication

ONE ROOM SHACK, the debut poetry publication from Delroy Nesta Williams, comes from a special place, his heart. And within his heart is a myriad of issues and ideas that were egging to get out.

ONE ROOM SHACK can be described in one short phrase, simply special. Special not only because it is the first book from the author but also as a dedication to the “mothers” that have influenced Nesta’s life.

The poems address various issues including poverty, failure, personal struggle, “faith and hope… but the greatest of these is love.”

Mr. Williams is the Immediate Past President of the National Youth Council and by all accounts an advocate for various youth issues, some of which come through clearly through his poetry. He attributes his love of poetry and writing from an early exposure during his high school years at the Dominica Grammar School and his interest in creative arts. cont./

Dominica - Independence Activities for 2011 Formerly Launched

Activities to mark this year’s thirty-third anniversary of Independence was formerly launched at press conference at the Government Information Service studio and carried live on Channel seven on both MARPIN 2k4 and SAT Telecoms on Friday, September 2, 2011 and on DBS Radio. The activities, which will run from Sunday September 18th to Friday November 4th, 2011, will be held under the theme “Celebrating Thirty-Three – Joining Hands in Unity.”

Addressing Fridays’ function, the Hon. Minister for Culture, Youth and Sports, Justina Charles, said that this years’ theme urges us to come together to celebrate our achievements as a nation and to join hands in unity for the greater good of our people and country. Dominica - New Housing Project for Silver Lake Community

Residents of Silver Lake are expressing their heart-felt gratitude to the government of Dominica, who pledge to construct a housing project in the area. For over thirty-two years, Silver Lake residents have been living in deplorable living conditions since the passage of Hurricane David.

However, Honourable Minister for Housing, Reginald Austrie, announced last week that the Government of Dominica will soon be undertaking the much-needed housing project in the community.

“For a while now, the Government has been looking at the housing situation in Silver Lake. Just recently, the Minister of Finance and Prime Minister has made some three hundred thousand dollars (XCD$300 000.00) available for the construction of an apartment block building in Silver Lake. The land has been identified and we have a design. Right now, what we are doing is making a few adjustments to the design and I am hoping that by November this year, we can see work beginning on this very important housing structure for the residents of Silver Lake.” cont./

Dominica - West Coast Road Project Progressing Smoothly – Project Manager Gives Update

The $100-million West Coast Road Project is progressing smoothly with some areas of the project currently 100 percent complete and most others at an advanced stage of construction, according to Manager for China Railway 17 Bureau Company Ltd (CR17)

Hao and other officials from the company led members of the media on a site tour of the project Friday, stopping at some of the particularly pivotal sections of the Portsmouth to Roseau road, currently undergoing repair and upgrade.
Stops included the Hanover Street to Elliot Avenue Bridge, the section of works at Tarreau, the sea defense wall and road construction in Coulibistrie, the current excavation works being carried out under the Canefield Cliff and the fully completed box culvert at Picard. cont./

Dominica - Chinese Government to Fund Housing Project in the Carib Territory

The Government of the People's Republic of China has made available a first tranche of funds for the construction of forty one (41) houses in the Carib Territory.

Hon Housing Minister, Reginald Austrie, confirmed this during an interview with GIS News this week.

Just last year, Government announced that the PRC Government had offered to finance the construction of the houses for the island's indigenous people. The Housing Minister said that the sites have already been identified and tenders sent out.

“The project has been approved and in fact, while we speak, we have received about half a million dollars for commencement of the project. The total value of the project is about 1.4 million (XCD1 400 000.00). The sites have been identified but on some of the sites, there is a lot of infrastructural work to be done like in Gullet River, In St. Cyr and in Sineku, we have to do the roads and infrastructure at considerable costs. But, in areas like Mahaut River where we will be constructing four houses, at Salybia in Point we are going to be doing four, in Bataca we are doing five and in Concord we are going to be doing two. These sites are ready to go and so what we have done so far is sometime late last week, the tender documents were sent out and we are hoping that within the next two weeks, we will receive those tender documents.” cont./

Dominica - New Call Centre Opens

Over one hundred and fifty (150) Dominicans are expected to gain employment in the coming months, as Wikibuli Communications Inc. commences operations on the island.

Parliamentary Secretary in the Prime Minister’s Office and Honourable Minister responsible for Information Communication Technology, Kelver Darroux, said that Government has provided concessions to the multilingual call centre, which provides services to North America.

“Wikibuli Communications Inc. began operations here earlier this month. They are a Canadian based company and they are providing call centre type of operations for companies in the US, Canada and other parts of the world. The company is privately owned and they intend to employ as many young Dominicans as possible as they begin to increase their clientele. The Government of Dominica has contributed to the company by providing concessions for the company and ensuring that the company can have a smooth transition to begin operations. We have made a commitment to the company to provide whatever is necessary so as we can establish as much employment for the locals as possible.” cont./

Dominica - State-of-the–Art Health Facility Officially Opened in Salybia

Residents of the Carib Territory now have a brand new health care facility. The Salybia Health Centre was officially opened on Wednesday, 10th August, 2011.

The official opening ceremony was attended by Hon Acting Prime Minister, Rayburn Blackmoore, Hon Acting Health Minister, Justina Charles, Hon Opposition Leader, Hector John, other government officials, representatives of the sponsors, Carib Chief, Garnet Joseph, and members of the Carib council and residents of the community.

The Acting Carib Development Officer, Sylvanie Burton, hails the occasion as an historic one.

“Today marks a historic day for the people of this community who will benefit from the services which will be provided. It also marks a day of gratification for all the movers and shakers who ensured that what once was a dream, is on its way to becoming a reality. Geothermal Drilling Approved in Dominica

ROSEAU, Dominica, Wednesday August 10, 2011 – Government has given the nod for West Indies Power (WIP) to drill in the Soufriere Valley in search of geothermal energy reserves.

It has given approval to WIP’s Environmental Impact Statement (EIA), which enables the company to begin exploratory drilling in order to determine conditions of the geothermal reservoir in the area.

“WIP is pleased to have been granted the right be able to begin drilling in Soufriere,” said CEO of the power producing company, Kerry McDonald. “For years people have suspected that there is a geothermal reservoir in this area and now we will be able to finally prove its existence.” cont./

Kudos for Dominica Cricket Fans

HEARTENED by the support for West Indies' cricket in Dominica, captain Darren Sammy has given the country the green light, saying the Emerald Isle of the Caribbean deserves more international cricket.

"I think kudos to the Dominican crowd. I think we should have more matches here whether it is Twenty20, one-day cricket or Test matches. I think we played a one-day game against South Africa where the wicket had a little bit of pace. If some more work could be done to get the wicket similar to something in Barbados or Jamaica, I think it will be an excellent venue for cricket," Sammy said after the match.

Sammy said "the amount of support" for West Indies cricket was almost unbelievable during the inaugural Test at Windsor Park, the world's 106th Test venue.

"They were cheering on almost every run today (Sunday). I spoke to Dessie (Desmond Haynes) and he said that was how it felt like when he was playing. That second ball Fidel (Edwards) bowled (to Rahul Dravid) with the crowd rooting...I think it was very nice to see and I honestly vote for more cricket here in Dominica," Sammy said.

New West Indies Test batsman Kirk Edwards also lauded the Dominican spectators for their support, while at the end of the match, the Windies players walked around the ground thanking the fans for their whole-hearted and boisterous support.

Dominica had by far the biggest crowds in the 2011 Digicel Home Series against Pakistan and India, outstripping the attendances for the Tests in Guyana, St Kitts, Jamaica and Barbados, where the crowds fluctuated between 1,000 and 3,000 spectators. cont.

The recently contested third and final Test between India and the West Indies in Windsor Park, Roseau was the first to played in the island of Dominica, known as the “Nature Island” of the Caribbean (named as the world’s second most “pure” island in Islands Magazine April/May 2010), due to the large number of rainforests, waterfalls and mountains on the island. Dominica is not your typical West Indian island of sun, sand and surf, but rather, Dominica is a lush, green paradise comparable to locations the North Island of New Zealand.

After the Ministry of Tourism for Dominica received funding of 6 million euros from the European Union for the Ecotourism Development Program (this service was subsequently implemented by Tourism Intelligence International), known as the ETDP, Dominica became world-renowned for a wonderful ecotourism program. So what exactly is ecotourism? Ecotourism (also known as ecological tourism) is a form of tourism that appeals to ecologically and socially conscious individuals.

Originally a recreational venue levelled out of a rubbish dump known as Cow Town, the ground was a popular venue for carnival activities, horse racing and state parades. In 1999 the general upliftment of the area, including the construction of a national stadium was planned for the site, but eventually fell through despite the clearance of existing stands and adjoining buildings.

Five years later, after prime minister Roosevelt Skerrit ended diplomatic relations with Taiwan in favour of China, the creation of Windsor Park was put into action.

Named after Windsor in England and situated on the eastern side of Roseau, work on the stadium first began in 2005 on the first anniversary of the Caribbean island and far-east nation's association.

Part of the 'Four Pillar Projects' pledged by the People's Republic of China to the people of the commonwealth of Dominica and essentially viewed as a gift - ie: tax write-off - the ground came at a 17 million dollar expense.

Three and a half years later the project was completed and ready for its official opening. Not quick enough to host its first ODI at the 2007 World Cup, but ample time ahead of a maiden one-dayer in mid-2009. cont./

Dominica - Schools to Attend Third Cricket Test Match Free

All school children under 16 wishing to attend the 3rd Digicel Test – W.I. VS India – will enter the Windsor Park Sports Stadium absolutely free of charge on July 6th, 7th and 8th, 2011.

In order to gain entrance to the Test on Days 1, 2 and 3, school principals simply have to write a letter to the Dominica Cricket Association (DCA) on the school letterhead indicating which day(s) they would like to attend as a group and identify the number of students (under 16) and the number of teachers accompanying them.

The West Indies Cricket Board (WICB) uses a ratio of 1 teacher to 10 students and a smaller ratio if the students are challenged. Once the letter is received and bears the principal’s signature together with contact information, tickets will be made available to the school. The DCA will, in turn, contact the respective school principals to indicate when the tickets can be collected. cont./

Dominica, the Caribbean's Nature Island, is looking to share its beauty with hikers through the development of a 115-mile cross-island walking. The Waitukubuli National Trail - named after the Carib Indian name for Dominica - is a major initiative by the Government of the Commonwealth of Dominica, in partnership with the Regional Council of Martinique and funded by the European Union.

The Waitukubuli National Trail is divided into 14 continuous sections. Hikers can expect to cover its entire length in two weeks, or just choose individual trail segments to enjoy. The trail passes through mountainous landscapes and rainforests, showcasing the rivers and waterfalls for which Dominica is famous and taking visitors into the heart of local communities.

Segments one to four of the Waitukubuli National Trail have been officially declared open for business by the Ministry of Agriculture and Forestry. The Waitukubuli National Trail, which is one hundred and fifteen miles long, spans from the communities of Scotts Head in the south to the Cabrits National park in the north.

Dalhousie PhD student Shane Gero likes to talk to the animals—whales to be exact. And not so much talk as listen.

Recently returned from a seven-week visit to Dominica, Mr. Gero has been travelling to the Caribbean island since 2005 to study families of sperm whales, usually spending two to four months of each year working on the Dominica Sperm Whale Project. One of the goals of this project is to record and compare whale calls over time, examining the various phrases and dialects of sperm whale communities.cont./

Two reasons account for Dominica being left behind by neighbouring Caribbean islands in the development of tourism. The first is that it has no white, sandy beaches - the iconic symbol of “Caribbean tourism”; and, second, it doesn’t have an international airport. It is served by small aircraft operated by American Eagle from Puerto Rico, and LIAT for inter-island transportation.

Nonetheless, the island is a veritable garden of trees, plants, and colourful flowers. Much of it is luxuriant rain forest, majestic in its spread over mountain ranges and into lush valleys. The entire terrain is adorned by gushing waterfalls; narrow, flowing rivers and hot sulphur springs. Not surprisingly, it is home to hundreds of species of birds. Private operators in Dominica have also developed a vibrant whale-watching industry, taking advantage of the country’s marine life, and providing an added attraction for its visitors. A public reunion meeting was held at Bobot's Bar on April 23 to update the community on the progress of the 2011 Salisbury Reunion.

Chair of the Welcome/Housing/Transport Sub-Committee, Gerald Williams told the public that his committee had identified various lodges and guesthouses within the district to accomodate the masses from overseas. The contact details for those accomodation facilities can be accessed on the bawilinkup website or in the 'Notes' section on the Salisbury Reunion 2011 Facebook page.

Member of the Marketing/Promotion Sub-Committee Ellingsworth Edwards encouraged people to spread the word about the reunion to their friends and family. He reminded the community that now is the time when all hands should be on deck to assist with preparations of the two-week event.

Meanwhile, Hector John, who represented the Magazine Sub-Committee informed that a host of articles and photos have been submitted for publish in the Salisbury Reunion Magazine. Dominica - Erin Sozanski is Salisbury Peace Corps Volunteer

For the first time, Salsibury has a Peace Corps Volunteer in the person of Erin Sozanski.

Sozanski is originally from Buffalo, New York. She studies Religious Studies at Rice University located in Houston, Texas. Erin's expertise ranges from organization of grand social events, working in legal services for children and participating various committees.

Erin, who was officially sworn in as a peace corps in April, will spend two years in Salisbury. She will partner with the Salisbury Enhancement Committee (SEC) Inc. and other groups. She is currently working with students of the Salibury Government School.

Erin is assisting SEC and the Reunion Committee to coordinate the reunion. cont./

Hike Fest 2011 will highlight segments of the island’s Waitukubuli National Trail (WNT).

Dominica is the only Caribbean destination with a walking trail that extends the length of the island. The 115-mile long Waitukubuli National Trail is divided into 14 continuous segments.

Dominica - Work on the Chinese Funded West Coast Road Development Project at an Advanced Stage

Work on the Chinese funded West Coast Road Development Project which extends from Roseau to Portsmouth is currently at an advanced stage with asphalting works now taking place in the Picard, Portsmouth area. Three kilometres of work has already been completed.

Chinese Project Manager of the rehabilitation of the Roseau to Portsmouth West Coast Project, Jing Hao, speaking through an interpreter, told GIS news on Thursday that the asphalting of the road in Portsmouth compliments other works now being done on the project.

He said that the construction of a box culvert on approaching Picard was done to reinstate a failed section of that road and significant improvements were done to drainage structures.

“Presently, we have started paving the road at Portsmouth and we are still doing some other works in the Portsmouth areas. This includes the box culvert, just at the entrance of Picard. Based on our designs, it is not actually what we were supposed to have done but based on the requirements of the Government, we have made certain adjustments. That is pretty much what has been done so far in the Portsmouth area.” cont./

BRIDGETOWN, Barbados, Thursday April 28, 2011 - The Caribbean island of Dominica is fast becoming a living example of the way that China has strengthened its influence by moving into countries that the United States and other Western nations have neglected.

According to a white paper on China's foreign aid issued by China’s State Council on April 21, by the end of 2009 China had aided 161 countries and more than 30 international and regional organizations, including 123 developing countries. Of them, 30 are in Asia, 51 in Africa, 18 in Latin America and the Caribbean, 12 in Oceania and 12 in Eastern Europe. Asia and Africa, home to the largest poor population, have got about 80% of China's foreign aid. cont./

Dominica Participates in the 10th Edition of the Caribbean Endemic Birds’ Festival

In 2002, The Society for the Conservation and Study of Caribbean Birds introduced the Caribbean Endemic Birds Festival to raise public awareness and appreciation of the region’s rich and threatened bird life.

Hon. Minister for Agriculture and Forestry, Matthew Walter, has said that the Sisserou and Jacko parrots are the only two species endemic to Dominica. As a result, his Ministry has gone to lengths to raise awareness for the conservation of these endangered species along with other species of birds.

“Over the years, the Division, with the support of my Ministry and assistance from the Rare Species Conservatory Foundation and several local partners, has placed great emphasis in producing a high quality programme for the annual Endemic Birds Festival and the division achievements in the field of bird conservation and public awareness have already been noted at the regional level.”

This will be the eighth consecutive year that Dominica will participate in this bird festival. The theme chosen for this year’s festival is, “Go Wild… Go Birding.”cont./

Plans are well underway for the hosting of the 2011 Dominica Festival of Arts (DOMFESTA) celebrations. The festival will run from April 29 to May 29 and is an ideal opportunity to showcase the island’s varied cultural expressions.

Dominica - Government Considers Amending the Existing Labour Laws of Dominica to Cater for Businesses Opening on Sundays in the City

Government is willing to work with the private sector in determining how best as a collective it could come up with a strategy to allow some business establishments to remain open to do business within the city of Roseau on a Sunday.

According to the labour laws of Dominica chapter 19:10, Sunday is regarded as a public holiday. The Labour Contract Act Chapter 89:04 states that workers are to be paid double time for performing duties on that day.

Hon. Minister for Employment, Dr. Colin McIntyre, said that with the presence of cruise ships on the island on a Sunday, it is necessary that merchants consider providing a service on a Sunday.

Dominica - Geothermal Power Coming to Soufriere

West Indies Power (WIP) held a meeting in Soufriere Friday evening to discuss the Geothermal Project that is ongoing in the area.

The upcoming phase will involve drilling a test hole to help WIP decide if there is sufficient geothermal activity to make the construction of a Geothermal Power Plant feasible.

The CEO of WIP, Mr. Kerry McDonald, made a presentation about geothermal energy to a group of concerned Soufreire residents. Accompanying him were Dr. John Sydow, geologist Makeda Warner, and the local WIP Team (Val Cuffy, Paul Toulon and Allan Toussaint).

Efforts to Save Dominica’s Crapaud Continue

The Forestry Wildlife and Parks Division continue to work on ensuring that the mountain chicken… what used to be Dominica’s National Dish does not become extinct.

A few years ago, the Mountain Chicken was threatened by a fungal disease which reduced the crapaud population in Dominica by about seventy percent (70%).

In response to this situation, the Government of Dominica, placed a ban on the hunting of the frog and established a bio technology lab at the Botanic Gardens to carefully study the frog in captivity.

A place of safety for children at risk was officially opened in Jimmit on Wednesday, 13th April, 2011. The over three million dollar facility dubbed “ Chances” will house about thirty children who have been victims of psychological, physical or sexual abuse for a maximum of six months.

Hon. Minister for Social Services, Community Development and Gender Affairs, Gloria Shillingford, sees the facility as a step closer to providing adequate and secure shelter for young people who suffer abuse.

“Over the years, the Welfare Division has had to craft strategies in response to the growing incidence of reported cases of child abuse in Dominica. But not only cases of sexual abuse, but also physical and psychological abuse and to a lesser extent, abandonment. The statistics on such cases is real cause for concern. The responsibility of finding secure places for these children once they were removed from the endangering environment has not been easy to discharge. This facility brings us a step closer in overcoming the difficulty encountered in providing a safe and secure home for these children at risk.” cont./

Dominican Iguana - Forestry, Wildlife & National Parks Officials Calls on the Public to be More Aware

Officials from the Forestry, Wildlife and Parks Division is calling on the public to become more aware of the protected species of iguana’s here on the island.

“Usually at this time of the year, we find quite a bit of iguanas crossing the road, particularly the west coast road. There is an area in the Batalie Valley that you find a fairly high concentration of iguanas and one may wonder why there and not other areas. I believe the main reason for this is because just below the road on the sea-ward side, there is a very important nesting site for the iguanas. What we have found out is that the iguanas, in some areas, come together to form what is called communal nesting areas. So far, we have identified two of those; there is one at Batalie, just below south of Sunset Bay Hotel and there is another one at Champagne beach, where, every year, hundreds of iguanas actually come down to nest in those areas. Therefore, when they are crossing the road, they are at great risk of being crushed by vehicles.” cont./

CHARLESTOWN, Nevis, Thursday April 7, 2011 – The White House has given its support to the idea of a submarine electrical interconnection to supply low cost renewable “green” energy from Nevis, West Indies to Puerto Rico.

West Indies Power (WIP) proposes to supply geothermal energy to Puerto Rico, by 2015, via a submarine cable similar to what is already in use in Europe (Norway to Holland).

The US Government’s backing of the idea came in the ‘Report by the President’s Task Force on Puerto Rico’s Status’, which offers concrete proposals to spur the Puerto Rico economy as well as specific transportation, energy and federal programme proposals. cont./

Dominica - Leatherback Turtle Found at Beach in Marigot

This leatherback turtle was found at a beach in Marigot. Apparently it was in the process of laying eggs. The photos were taken yesterday.

According to seaturtles.org, “The largest of all sea turtles, and one of the largest reptiles on earth, the leatherback turtle ranges in size from 4-8 feet in length (1.2 – 2.4 meters) and weighs between 500-2,000 pounds (225 – 900 kg). The average adult measures in between 5-6 feet (1.5 – 1.8 m) and weighs 600-800 pounds (270 – 360 kg).”

Efforts Continue to Promote Dominica as a Film Destination

There continues to be efforts made on an international level to encourage the filming of documentaries and other television productions at various locations on the island.

Dominica benefitted immensely several years ago when several locations were used for the filming of Pirates of the Caribbean.

During an unofficial trip to U.S. last week, Hon. Prime Minister Roosevelt Skerrit held talks with a major film producer based in New York.

We believe we have the experience already and therefore I had the opportunity to speak to one of the biggest producers who is based in New York to explore the possibility of having Dominica as one of his locations for future films. He has agreed to send one of his representatives to Dominica to visit the place to do some exploratory site visits and to determine whether Dominica would suit the kind of locations which he normally uses.” cont./

Dominica - Drilling of Three Exploratory Geothermal Wells in the Roseau Valley to Commence Late July

The drilling of exploratory geothermal wells in the Roseau Valley is expected to commence at the end of July this year.

The contract for the over 4.5 million Euros project was signed on Wednesday, 6th April, 2011 during a ceremony at the Public Service Training Centre in Roseau.

The contract was awarded to the Iceland Drilling Company and is being funded by the Agence Francaise de Development, the European Union and the Government of Dominica.

Project Coordinator, Jason Timothy, explained that the long term objective is to confirm the nature and extent of the potential geothermal resource at various sites within the Wotten Waven area to determine the capacity of wells for sustainable commercial exploitation in generating electric power. cont./

Hon. Prime Minister, Roosevelt Skerrit, in an interview with South-South News’ Allan Capper in New York last week, said Dominica has an abundance of water and has the capacity to export millions of water on a daily basis.

“We have the capacity to export millions of gallons of water on a daily basis. We are self-sufficient in water. There are no desalination plants in Dominica. It is purely surface water. We have millions and millions of gallons of underground water that we have not touched at all. It is there and we have the capacity to export. There are, in fact, facilities at every one of our ports in Dominica to be able to supply the ships. We supply the cruise ships with fresh water that come into the region at present and as well as the cargo vessels which pass through our parts. But in terms of selling our water to the US or the Middle East or to China, we have the capacity to do that. I believe the international community, as we have started to give attention to it, more or less looking at where are the sources of water, where are the challenges, we can see how we can work together.” cont./

Implementation activities on the Waitukubuli National Trail (WNTP) are now in high gear. Edison Henry, Project Manager, stated this at a press conference to discuss updates on the Waitukubuli National Trail, Monday, April 04, 2011.

Infrastructural activities include trail works, the building and erection of signs, tables, benches, shelters, segment markers and pedestrian bridges and crossings.

Funded by the European Union and the Government of Dominica, the Waitukubuli National Trail is said to be on track for its commissioning in December of 2011.

Henry says the Waitukubuli National Trail is an entity that brings the island to life.

“This trail will in fact open new avenues, new opportunities and basically give Dominicans one more thing to be happy and proud about this nation. Air Tax Rise Grounded for a Year

Next month's inflation-rate rise in the controversial Air Passenger Duty (APD) airport departure tax will be delayed until April 2012, Chancellor George Osborne has announced.

He said the Government would now seek to impose the tax on private jets.

But plans to replace APD with a per-plane tax have been shelved for the time being after Mr Osborne announced that all the options being pursued had turned out to be illegal under international law.

First introduced in 1994, APD has been increased on a regular basis, with a hike last November putting rates up as high as £170 per passenger for those going on the longest flights.

Mr Osborne said the Government was consulting on reform of APD and he cited the difficulties of the current scheme by telling MPs that APD assumed that the Caribbean was further away from the UK than California. cont./

Dominica - First Dominicans to Tackle Waitukubuli National Trail End Hike

At 7.30 on Thursday evening local hiking enthusiasts, Jerry Brisbane and Clement Rabess arrived at Fort Shirley, Cabrits National Park, ending their six day hike across Dominica and thus becoming the first Dominicans to complete the whole of the 115 mile Waitukubuli National Trail (WNT) from one end to the other.

They were greeted by their wives, staff of the WNT, the Permanent Secretary of the Ministry of Agriculture and Forestry, Mr. Samuel Carrette, and other supporters.

During a short ceremony Mr. Carrette presented the hikers with wood carvings by craftsman Francis Richards depicting the logo of the WNT and a map of Dominica as a trophy of their achievement.

The Director of the WNT Project Mr. Eddie Henry was the first to congratulate the two man team as they walked in from the darkness of the forest on the Cabrits to complete segment 14, the last segment of the trail. cont./

Prime Minister Roosevelt Skerrit has announced that a sum of $6.5 million has been allocated for the commencement of construction of a new state house for the president.

He disclosed this while presenting his $54-million supplementary estimates bill at the First Session of the Eight Parliament this morning.

Minister of National Security Charles Savarin, in his remarks at the House, placed support behind the prime minister’s request for these supplementary estimates, particularly for the much talked about $27 million state house.

Dominica - Mystery Solved: Governor Returns From Caribbean Vacation

(Host) The mystery surrounding the whereabouts of Governor Peter Shumlin over the past five days has been solved.

Shumlin says he went on a brief vacation to the Caribbean island of Dominica. He says he kept the location a secret because he went without state police security.

VPR's Bob Kinzel reports:

(Kinzel) Usually when a governor travels out of state, they're accompanied by a state police security detail. This was the case when Governor Shumlin made a recent trip to Washington D.C. for the winter meeting of the National Governor's Association.

But Shumlin deviated from this long standing policy when he took a short vacation late last week.

Last Friday, his press aides originally said they didn't know where the governor had gone. Then they said they did know but the information wouldn't be made public for privacy reasons.

Standing at a Transportation Agency maintenance garage, Shumlin told reporters he visited the small Caribbean island of Dominica. He says he kept it a secret because he traveled with no security. He says that's something former Colorado governor Bill Ritter encouraged him to do at a training program for new governors last November. cont./

I would like give a special shout-out to all the Queen Contestants, Calypsonians, Teens, Princesses, Costume Band Organizers, and everyone else who helped to make the Carnival Costume Parade, and the whole 2011 Carnival Season a great success.

Dominica - Jacintha Fagan is Miss Dominica 2011

The first runner-up award went to Earlene Labassiere and the second runner-up award went to Roselia Bazil.

Fagan, sponsored by the National Cooperative Credit Union, is a 23-year-old resident of Checkhall.

“I feel very elated, very relieved,” Fagan told DBS radio following her victory.

Fagan described her preparation for the show as a “long journey” laced with “hard work and sleepless nights”.

She said nothing comes easy and she was determined to “come all out”.

Fagan plans to focus on her platform of children and health during her reign “to ensure that our children get the best health possible…”

Fagan is currently a lab assistant at Dominica Brewery and Beverages Ltd. She is a graduate of Dominica State College and Convent High School.

The show, spearheaded by the Dominica Festivals Committee and organized by the Queen Show Committee, was held at Festival City in Pottersville, Roseau. cont./

Tasha ‘Tasha P” Peltier has created history by becoming the first female to win the Calypso Monarch title – in 54 years.

The Swinging Stars front-line singer also become the first calypso artiste to win three titles in one season. She captured the Calypso Queen and Stardom Monarch of the Tent titles earlier this season.

And now she is playing the dual role of ‘King and Queen’ of Dominican calypso.

The results were announced at around 2:30 a.m. at Carnival City in Pottersville, Roseau.

Tasha P’s songs “It’s Woman Time” and “Let Children Be Children” were written by Ian Jackson and Gina Letang, respectively.

Four-time Calypso Monarch Dice placed second after a return to competition; defending champion Karessah placed third and Checker copped fourth place.

Soul Puss received the most improved calypsonian award.

The other participants in the final were Explosion, Leandra, Lord Lugar, Peter Prosper and Sye.

Lord Lugas and Peter Prosper were competing in the finals for the first time. cont./

Work on a fifty-room four star hotel financed through grant funds by the kingdom of morocco has commenced on a four point six acre property known as sunshine village between the Cabrits and Lagoon, Portsmouth.

Over the past two weeks heavy equipment has been clearing the site and demolishing abandoned buildings in preparation for actual construction work.

The site has also been secured with all necessary fencing.

Hon. Minister for Tourism and Legal Affairs, Ian Douglas, told GIS news the site chosen for such a massive hotel development is ideal.

He says once this hotel is constructed it will serve to attract cruise ships and provide for increased yacht arrivals in the town of Portsmouth.

“The area lends itself to tourism development. Way back in 1968/69, there was a report that was commissioned called Sankla and Corks report and many other reports that have been done throughout that period have always named the northern area in general with specific areas around Portsmouth. This is because of its geographical features: it is flat, it borders the Caribbean Sea which is usually calm, and the swampy nature of the Cabrits especially as far as marine development and yachting is concerned. All of these factors make the entire Lagoon, Purple Turtle, Belle Hall and Cotton Hill area ideal for the development of tourism related ventures.” cont./

The UK Border Agency completed a global review of UK Visa requirements for visitors coming to the country last year...

As a result of the review, the government considered introducing UK Visa regimes for two countries in the eastern Caribbean - St Lucia and Dominica.

However, yesterday a joint Written Ministerial Statement signed by the Home Secretary and the Foreign Secretary, was laid in Parliament stating that a visa regime would not be introduced to St Lucia and Dominica.

Dominica and St Lucia have made concrete improvements to the immigration, border control and identity systems which would not have happened without the UK review. In recognition of the progress made, visitors from Dominica and St Lucia will therefore continue to be able to travel to the UK without the need for a visa. cont./

Waitikubuli/Dominica (UCTP Taino News) – Pearl Diane Williams, is the first indigenous Kalinago Carib person from Waitikubuli (Dominica) and possibly the Eastern Caribbean to be admitted to the Bar in the Commonwealth of Dominica. Ms. Williams pursued her bachelors degree in Law at the Cave-Hill Campus at the University of the West Indies in Barbados, where she successfully completed her degree with second class honours.

Miss Williams was one of the first indigenous persons from the Eastern Caribbean to have benefited from the Sir Arthur Lewis Indigenous Scholarship program launched in 2005. After she completed her studies in Barbados, she proceeded to the Hugh Wooding Law School in Trinidad and Tobago where she successfully obtained the Legal Education Certificate, which qualified her to be admitted to the Bar in Dominica. cont./

Government will seek to move to another stage in the implementation of the geothermal project within the next few months.

The results of the investigations to date have proven that the quality and quantity of the geothermal resource in the Wotten Waven area are extremely favourable and encouraging for generating electricity in Dominica.

Hon. Prime Minister, Roosevelt Skerrit, told a delegates conference on Sunday that considerable progress have been made to commence test drilling in the Water Waven area by July of this year.

“Preliminary reports from the experts fuel our optimism that the results of the drilling exercise will be successful. Consumers can thus look forward to a substantial reduction in their electricity bills in the medium to long term.”

Government will endeavour to make the necessary adjustments to facilitate the importation and transportation of the drilling rig and other equipment to access the drill sites and address matters that relate to private lands that may be affected. cont./

The opening parade and show for Mas Domnk 2011 kicks off at 3: 00 p.m. from Victoria Street and will move along the Roseau Bayfront right through to Carnival City for a programme of activities.

This being my first visit to this part of the world, I didn’t really know what to expect. Like everyone else, for a long time I thought Dominica and the Dominican Republic were the same. However, I soon learned that The Dominican Republic shares an island with Haiti and is near Puerto Rico and Dominica is in the southern Caribbean near Grenada.

A land of many wonders, but one of the most enjoyable would have to be Screw’s Sulphur Springs. Nestled in the rain forest near Trafalgar Falls, a visit will bring relaxation, refreshment and take away five years of stress.

Traversing the hilly,steep winding roads can be quite a feat, I can’t imagine there would be more treacherous roads anywhere,fortunately high speeds are entirely out of the question, therefore the the risk of an accident is minimal.

Having spent the morning driving through the rain forest and hiking the long trail to Ti Tu Gorge, it was now time to relax and enjoy a nice sulphur swim. cont./

Peter G. Allinson, M.D., an avid scuba diver from Maryland has won the top prize in the Favorite Travel Moments Photo contest presented by Frommer's. Allison's image of a diver and a sperm whale was captured while he was holidaying in Rousseau, Dominica, in the Caribbean.

An avid diver, Allinson, said that he and his friends obtained a permit and charted a boat, known as the "whale whisperer" in order to make sure that they would be able to interact with the local population of sperm whales. He said: “We located the whales and were able to swim, photograph and play with them on multiple days. This is a photo of my friend Jeff thanking one of the whales, known as Scar, for posing with us. Interacting with and making eye contact with these huge gentle intelligent creatures was the most memorable moment of my life.” cont./

The House of Hope in Delices, Dominica, is a home that provides loving, 24 hour care to persons with severe physical and mental disabilities. It was started by a small group of women in the village of Delices when 2 severely disabled women in their community lost their elderly mother. Without her to provide care they were stranded without anyone to help them, or any kind of facility to take them in. Since then, the House of Hope have raised the funds to build a larger facility with a garden and they now have six female residents including the original two women. They are ages: 6, 8, 14, 38, 40 and 52 years old. The facility gets some money from the government, but the rest comes from donations. They are in constant need of supplies. cont./

ROSEAU, Dominica - The indigenous peoples of Dominica, the Caribs, say that they no longer want to be referred to by the “archaic and outdated” term “Carib” and are urging the Dominica government to help facilitate the change.

In a letter sent to the Ministry of Legal Affairs and copied to the Ministry of Carib Affairs, the Carib Council said it wants the term ‘Carib’ officially changed to ‘Kalinago”.

“While the Council awaits for such changes to be enacted officially, it announces that beginning today it will no longer use the term “Carib,” and instead, will refer to the lands of the Reserve as the “Kalinago Territory,” the governing body as the “Kalinago Council,” and its head as the “Kalinago Chief,” The Council said. cont./

For the packed 2011 season of cricket in the Caribbean, West Indies will host Pakistan and reigning world Test champions India for a total of two Twenty20s, ten One Day Internationals and five Tests.

West Indies and Pakistan will clash from April 21st to May 24th in a T20, five ODIs and two Tests.

A consignment of Christmas toys were shipped off for the island of Dominica last Tuesday thanks to the generosity of Thames Water staff.

The employees collected new toys to send off to the needy children who live on the island in the Caribbean.

The toys will be distributed to the children by the charity Helping Hands at their Christmas party.

Reading-based haulage company QTR, in Tessa Road, Central Reading, carried the toys from Reading to Portsmouth free of charge.

Meredith Williams, of Thames Water, who co-ordinated the project, also thanked the Thames Water Charities’ Commission for its generous help. cont./

After 21 years “I’ve brought it back!” – Miss Wob Dwiyet 2010...

Commonly known as the “cultural capital” of Dominica, some would say that Grand Bay has lived up to its name.

Nadege Roach of Grand Bay, an 18-year-old chemistry, biology and physics major at the Dominica State College, told reporters following her victory in Thursday’s Miss Wob Dwiyet pageant that she had confidence coming into the competition because she began preparations in 2006.

“I always think it’s all about mind over matter so I came into the competition, [even] before I registered, saying that [that title is mine and I’m taking everything],” Roach stated.

“… In 2006, I went up for the Miss Convent Wob Dwiyet, won there, and it was my backbone to come up for the show. I wanted to go up last year, but my school work was a little bit overbearing so I decided this year I’m on break, I’m taking it all,” Roach said frantically.

The youngest in the competition this year, Roach proudly said: “It’s been 21 years since we brought that title back to the south. I’ve brought it back!” cont./

Dominica - LIME Creole in the Park 2010 Day 3

Day Three of LIME Creole in the Park was somewhat of a bittersweet occasion; whilst there were a few entertaining performances throughout day, it also marked the imminent end of Day 3 of CITP and with it one of the most disappointing final acts I’ve have experience since the event started.

The Day started off with performances by the Breezee’s Steel Pan, Karifuna, Machine Creole, and the Point Michel Cultural Group.

Following the Point Michel Cultural Group was Natural Vibes - one of Dominica’s Up-and-coming reggae bands.

Their assorted brand of somewhat conscious roots-reggae music, but with hint of R&B dominated the stage and whatever else was going on around the park at the time. cont./

Dominica - LIME Creole in the Park 2010 Day 2

LIME Creole in the Park suffered a somewhat poor turnout on Day 1, and Day 2 got off of a similarly slow start.

But with the Midnight Groovers, Swinging Stars, and the Carib Calypso Connection featuring some Dominica’s most popular calypsonians to hurrah on the main stage later in the day, day 2 ramped up to an awesome high note.

A sunny to partly cloudy weather forecast seemed to keep many people home until mid-afternoon. cont./

Dominica - LIME Creole in the Park 2010 Day 1

LIME Creole in the Park kicked off yesterday at the historic Botanical Gardens. Although there were some concerns over the weather in the early part of the day, but it actually worked out OK.

Strange sound mixing issues continued to plague the performers, and there was a definite absence of that ‘Creole in the Park’ vibe on the opening day.

Whether that will remain true for tomorrow’s show, offering a more stacked line up headlined by Swinging Stars and the Carib Calypso Connection performance remains to be seen. cont./

Dominica's New Coast-to-Coast Walking Trail

Our very own explorer is one of the first visitors to tread a walking new trail which runs the length of Dominica, through virgin rainforest, over mountainous ridges and to a boiling volcanic lake...

Friendly jungle. Isn't that an oxymoron? But as we stand beside the vast buttressed trees, each festooned with entire ecosystems of bromeliads, creepers, orchids and vines, Eric is adamant. "No poisonous snakes, no nasty spiders, no creature more dangerous than a guinea pig."

"They do bite."

He grins. "But rarely kill."

Columns of sunlight come stepping down from above, and each leaf that they touch becomes a brilliant glorious emerald. A yellow land crab scuttles off through the forest litter. Underfoot everything is either bursting with vitality, or busy with decay.

I reach up and take hold of a liana. Putting my weight on it, I find it gives a few inches then holds firm. I have a small experimental swing, then a bigger one, and bigger. When I come back to earth, I scramble back on the path and catch up with Eric. "You like the path?" he asks. A hummingbird thrums past, heading for a patch of yellow and red heliconia flowers.

"I do."

"It's an old trail that was used by runaway slaves – the maroons – who came up here in the mountains to escape the coastal plantations. Some old people in the village told me about it." cont./

Dominica - Whale Friendly Nation is Now Demonstrating Global Leadership by Going Green

You may have heard of the small island nation of Dominica. A couple of years ago, they stood up for the protection of whales by no longer supporting Japan's agenda of reestablishing commercial whaling. Now, I’m excited to share that Dominica is about to launch a comprehensive effort to transition their nation into a truly green and sustainable future. You might now be asking yourself what the heck does that mean, a truly green and sustainable future?

Well let me tell you: it means becoming self sufficient with renewable energy production, organic farming for both local consumption and export, clean water for all citizens, modern sewage treatment, a transition to and support for non polluting industries, universal heath care, better education opportunities, maintaining and protecting their nature environment on both land and sea and the list goes on. Let’s hope all goes well for Dominica with this precedent setting effort and Dominica becomes a model for the world – a green future is a legacy to be proud of.

Dominica's 8th Annual Creole in the Park 25th - 28th October, 2010...

Internationally acclaimed, Jamaican roots reggae superstar Queen Ifrica will headline the 8th annual LIME Creole in the Park™ in Dominica from October 25 – 28, 2010. Other regional acts joining Queen Ifrica on this year’s exciting line-up include Peter Ram from Barbados and Kompa Kila from the neighboring French territory of Guadeloupe.

Dubbed the biggest daytime event on the island during the independence celebrations, this event brings together the island’s culture, different genres of music, local arts and craft, food, and people from all walks of life in one location at the scenic Botanic Gardens in Roseau.

The formidable Triple Kay International, Bouyon pioneers WCK, Derek ‘Rah’ Peters and his Riddim & Heat Band together with the Fanatik band and the Original Serenade band will provide the entertainment required to get the crowd in party mode. Caribbean Vibes, Sub Urban and Natural vibes will handle the reggae music lovers, while Freddie & Friends, Shades of Green, and Marie Claire Giraud will satisfy the tastes of those who prefer the jazzy, lighter side of musical entertainment.

The Kings of cadance Midnight Groovers are back, and so too is the longest serving band in Dominica, the Swinging Stars. They will also provide musical accompaniment for ten calypsonians including reigning monarch Karessah, former kings Dice, Hunter, Observer and Daddy Chess. The calypso composition also includes Sye, and Tasha P, Soul Puss, and Prosper, all making their debut on the CITP Calypso Connection stage.

There are also three young and upcoming bands who are elated to be given the opportunity to perform at this year’s LIME Creole in the Park for the first time. They are Digital Vibz, Xtreme Band and Machine Creole. cont./
